Montel Civil Engineering has been engaged by Gloucestershire County Council as Principal Contractor for the Gloucester South West Bypass (GSWB) – Llanthony Road – Widening Scheme. This highway, junction, pedestrian and cycleway improvement project will ultimately reduce congestion within the area, whilst offering cleaner, healthier travel options to the public by bringing the active travel benefits scheme into the neighbourhood by extending the cycleway network and improving footways along Llanthony Road.

Night works will be commencing on this project from the 25th of July, these works will require overnight lane closures which begin early evening and be removed before rush hour traffic the following morning. Works are underway for the temporary one-way link road between Sudmeadow Road and Hemmingsdale Road, which will be situated behind the site compound, this area will also include a dedicated car park for the use of local businesses affected by the works, and for a number of local residents whose permit parking has been affected by the works.
The pedestrian walkway on Llanthony Road in front of the hoarding of the project has been closed, and a temporary pedestrian walkway will now direct the public around the site compound via the temporary link road between Sudmeadow Road and Hemmingsdale Road. A temporary crossing will be installed on Llanthony Road to ensure pedestrians can safely access the other side of the carriageway due to the removal of the previous crossing.
It is anticipated we will have information boards available of the hoarding adjacent to the temporary pedestrian walkway by early August.

Why is the work happening?
Currently the road is a single carriageway which creates a bottleneck between Castle Meads Way and St Ann Way. The scheme should ultimately reduce traffic congestion within the area whilst offering a cleaner alternative to travel by extending the cycleway network and improving footways.
What are you planning to do to the GSWB (Llanthony Road)?

Why can’t the funding for this scheme be spent on routine maintenance, such as filling potholes?
The funds allocated for these works are for “Transformative Projects” to drive economic growth and development within the county. It will help facilitate improvements to transport infrastructure, skills and education infrastructure, business growth and remediation work to land so that it can be used for housing and business use.
When will work start and when is completion expected?
Montel will take possession of the site on the 4th of July and completion is due summer 2023.
Will the works disrupt my journeys?
Whilst our experienced on-site management team will endeavour to minimise any impact our works will have on the wider network, there may be occasions where this is unavoidable. These periods should be limited to overnight and weekends, and it is our aim to ensure that your normal day-to-day journeys will be unaffected. These off-peak periods will be communicated by our Public Liaison Officer, who will ensure all stakeholders are engaged with on a regular basis. She will seek to gain insight into the impact the scheme is having on the local community and how this can be improved, if possible. Sophie will also advise of any significant alterations, such as unexpected Phase changes or imminent closures.
What are the working hours, and will there be night work?
Works will be undertaken between 07.30am to 18.00pm with plant being operational from 08.00am onwards. There is a requirement to carry out operations during overnight closures of Llanthony Road, and it is anticipated that “noisy” work such as breaking, cutting and planing of the existing road will be undertaken at the start of these shifts to minimise any potential disruption caused by these activities.
How will you avoid creating excessive noise/pollution/dust and mud during construction?
Whilst our modern fleet of plant is fitted with effective exhaust silencers, it will be operated in such a manner as to minimise noise and carbon emissions. Acoustic barriers will also be used as necessary. Regular noise monitoring will be undertaken. Our strategy for reducing the production of dust is to eliminate cutting in the first place via the procurement of materials manufactured to the correct sizes, but, there will be activities where dust is unavoidable, these operations will be strictly controlled, and appropriate water-suppression measures put in place prior to commencement. Road sweepers will be used to suppress dust via damping-down the access roads to site. These road-sweepers will be constantly available to ensure the cleanliness of the existing roads are maintained.
Does the scheme affect the historic Secunda Priory wall?
The historic wall will be unaffected by the works and will be protected as required during the works.
How does this scheme accommodate the new Gloucester City AFC football stadium and other developments in the area?
It is expected that the new stadium will not change the overall traffic volumes or movements, and that the planned improvements being undertaken at Sudmeadow Road should improve access to and from the stadium.
